Stamp Information | : | The biggest ever national agricultural exposition, know as AGRIEXPO 77 is being organised by the Trade Fair Authority of India at Pragati MAidan in New Delhi, from November 13 to December 13, 1977. Agriculture is the largest and most widely dispersed industry of India, generating employment opportinities for more than three-fouth of the country's population. The agricultural sctor accounts for nearly 50 per cent of the national income and sustains a substantial portion of export trade of India. AGRIEXPO 77 is projecting the rural sector in the totality, showing all its facets and providing glimpses into its innermost recesses also. The core complex is constituted by the displays aranged by the Ministry of Agiculture and Irrigation. Agricultural practices, research in gricultural sciences, fertilizer and other chemicals and improved varieties of seeds etc. are prominently featured here. Other participants include State Governments, Central Ministers and Departments, trade promotion bodies, firms and undertakings and four foreign countries- Afhanistan, Hungary, Japan and U.S.S.R. Among the major attractions of this Exposition are the Bullock Cart Square and the Rural India Complex. The Idian Posts and Telegraphs Department is happy to commemorate this national event by bringing out a postage stamp. |

Stamp Information | : | The first service commission was set up in India in October, 1926. Under the provisions of the Government of India Act 1935, the Public Service Commission at the Cntre became the Federal Public Service Commission and Commissions were also set up for the Provinces. With the inauguration of the Republic in January 1950 the Federal Public Service Commission became the Union Public Service Commission. The Union and the State Public Service Commissions were set up as autonomous bodies entrusted with the task of conducting examinations and recruitment and advising the Government on all matters concerning the civil servants. Dr. Rajendra Prasad in his Assembly on November 26, 1949 stated: Our Constitution has devised certain independant agencies to deal with particular matters. Thus it has provided for Public Service Commissions both for the Union and for the States and placed such Commissions on an independent footings so that tey may discharge their duties without being influenced by the Executives. One of the things against which we have to guard is that there should be no room as far as it is humanly possible for jobbery, nepotism and favouritism. I Think the provisions which we have introduced into our Constitution will be very helpful in this direction. To commemorate the past achievements and to discus in a purposeful manner the steps to be taken to ensure objective and speedly selections and at the same time meet the aspirations of the large number of educated youngmen, a conference of Chairman of Public Service Commission was held on November 15 and 16, 1976. The basic plicy of the Public Service Commission in making selections of candidates for appointment to various posts inone of impartiality and objectivity, ensuring equal opportinity to all citizens to complete for the selections. The Indian Posts and Telegraphs Department is privileged to issue a commemorative stamp on Union Public Service Commission. |

Stamp Information | : | Tarun Ran Phookun, polpularly known as 'Deshabhakta', was born in Guahati in Kamrup District of Assam on Jaunuary 22, 1877. He was educated in Cotton Collegiate School, Guahati and Presidency College, Calcutta. Later, he was called to the Bar from Inner Temple in London. He distinguished himself as a lawyer ans also served as Lecturer in Earle Law College in Guahati. Phookun was a prominent member of the Assam Asociation which was the only political organisation in Assam til 1920. He played a notable part in forming the Assam Branch of the Indian National Congress in 1921 and as elected its first President. When the Non-cooperation Movement was started, Phookun took a leading part in it and he toured various parts of Assam carrying the message of MAhatma Gandhi. He was sentenced to one year's rigorous imprisonment in 1921 in connection with the Non-cooperation Movement. After release he joined the Swaraj Party. He was twice elected to the Central Legislative Assembly. In 1926 he becam the Chairman of the Reception Committee of the Pandu Session of the Indian National Congress. Phookun was also a popular figure in the civic life of Assam. As Chairman of thee Municipal Board and Local Board of Guahati he undertook several programmes for the uplift of the under-privileged sections of society. While Chairman of the Guahati Municipal Board he established a Leper Asylum in Guahati. He was a forceful oretor and also an eminent writer. He served as a President of the Assam Sahitya Sabha, a premier literary organisation in Assam at its Goalpara Session in 1927 ansd as President of the Assam Chhatra Sammelan in 1928. Tarun Ram Phookun breathed his last on July 28, 1939. The Posts and Telegraphs Department feels privileged to bring out a commemorative stamp in honour of this great son of India on the occasion of his birth centenary. |

Stamp Information | : | Parliament of India consists of two Houses, namely, the Council of States and the House of People. After the first General Elections held in 1952, the Council of States, better knon as Rjya Sabha, as constituted on April 3, 1952 and met under the Chairmanship of Vice-President Dr. Servapalli Radhakrisjhnan for its first sesion on May 13, 1952. Rajya Sabha has completed 25 years of its life and the issue of this commemorative stamp is part of the celebrations to amrk the occasion. The total number of members of the Rajya Sabha which on its initial constitution was 216, is at present 244- 226 representatives from the States hich are sonstituent units of the Indian Union, 6 from the Union Territories and 12 nominated members. The Rajya Sabha, unlike the Lok Sabha, is not subject of dissolution but one-third of its member retire on the expiration of every second year. The continuity of the Rajya Sabha acquires a special significance when the Lok Sbha stands dissolved. It is then that the Rajya Sabha discharges the obligations of Parliament to look after the nation's interests. During the 25 years of its life, Rajya Sbha has done valuable work in the Legislative as well as other fields of Parliamentary activity and has more than fulfilled the expectations of the framers of our Constitution. The Rajya Sabha and the Lok Sabha togather represent the majesty and sovereignty of the Indian people. The Posts and Telegraphs Department feels privileged to bring out a commemorative postage stamp to mark the 25 years of life and incidentally the 101st Session of this House of the Indian Prliament. |

Stamp Information | : | The Sixsth International Film Festival of India is being organised by the Directorate of Film Festivals, Ministry of Information and Broadcasting, in co-operation with the Indian Film Industry. The festival ill be held in New Delhi from Jnuary 3 to 16, 1977. The First International Film Festival of India was held in the year 1952 and the second nearly a decade later in 1961. These to festivals were non-competitive. The Third Frestival, hich as the first competitive one, as held in 1965 and the Peacock Award was instituted. The Fourth Festival as organised in 1969 and the Fifth Festival from DEcember 30, 1974 to January 12, 1975. The International Film Festival of India with its Preacock Aard has the distinction of being one of the seven major international film festivals in the world and is reecognized by the International Fderation of Film Producers' Association, Paris (FIAFP). The motto of the International Film Festival, 'Vasudhaiva Kutumbakam'eans "the entiree world is one family". The Festival aims at: 1. providing a common platform for the cinematographers of the worrld to project the excellence of their film art; 2. contributing to the understnding and appreciation of the film cultures of different nations in the context of their social and cultural ethos: and 3. promoting friendship and co-operation among different peoples of the orld. The 14-day Sixth Interntional Film Festival of India is divided into three sections: Competition, Information and Market. Tentyfour feature films and 24 short films ill be shon in the Competition section. Films in the Information seection will be screened in various commeercial theatres in Delhi. An International Jury of nine members ill select outstanding films for the Peacock Awards. The Indian Posts and Telegraphs Department is happy to bring out a postage stamp to mark the occasion. |

Stamp Information | : | The Indian Red Cross is hosting, in coopeeration with the League of Red Cross Societies, the First Asian Regional Red Cross Confeerence at New Delhi from March 9 to 16, 1977. On this occasion all the National Red Cross Societies in Asia are getting togather to have a closer look at their plans and progrmmes towards meeting the ever-increasing needs of the region. The Conference will be a distinct landmark in the history of Red Cross Movement in the region. For India and the Indian Red Cross the event is a historic one. In view of the importance of the Conference, National Red Cross Societies of other continents which are involved in the Red Cross, as well as International Organisations, including some of the specialised agencies of the United Nations, would also be represented. In all about 200 delegates and observers are expected to take part. The conference will consist of two Seminars- one on 'Pre-Disaster Prepareedness' and the other on 'Development'. The former will discuss, among other things, progress made towards establishing Red Cross Programmes hich are in readiness to face disasters and explore the possibilities of increasing regional cooperation in this field. The Seminar on 'Development' will review the existing Red Cross community services and identify priority reas of need with special focus on rural areas. It will also consider as to how the structure and organisation of Red Cross in the region can be strengthened furthur. The recommandations of the two Seminars will be studied by the Conference in plenary sessions ith a view to formulate practical steps towards the achievement of these goals. Stamp Information | : | Rani Channamma, the warior queen of Kitur who waged a heroic freedom struggle against te British was born in 1778. She received training in archery, sword foghting, horse riding and statecraft. Rani Channamma was married to Raja Mallasarja, one of the most illustrious rulers of Kittur, a small princely state in Belgaum District. A devoted wife, Rani Channamma was an asset to Mallasarja both on the battlefield and in the affairs of the State. After her husband's death in 1816, Rani Channamma took over the reins of the State though the nominal head was Mallasarja's son Shivalinga Rudrasarja who was an invalied. After the latter's death in September 1824, she continued as Regent of the State on behalf of Shivalinga Rudrasarja's adopted son, Shivalingappa. The British authorities questioned the validity of the adoption of Shivalingappa and ordered his expulsion which was defied by Rani Channaamma. Thereupon the members of the royal family were kept under watch and humiliated. Exasperated, Rani Channamma personally led her forces to resist the alien dimination. In a grim battle that ensured, the British army was defeated and Thackeray, their Chief, was killed on October 23, 1824. Several British soldiers and their families were taken captives but they were treated generously by Rani Channamma. Chaplin, Commissioner of Deccan thereupon callected a considerabe force from Pune, Madras, Mysore, etc. and again attacked Kittur in December 1824. The British followed a divide and rule policy and overpowered the Kittur army. Rani Channamma was kept as prisoner in Bailhongal Fort where she died on February 21, 1829. Even in captivity Rani Channamma pined for Kittur's freedom and tried to organize the forces of neighbouring rulers to carry on the fight. Thevalour, sacrifice and indomitable spirit displayed by her from a glorious chapter in the nation's history. The Posts and Telegraphs Department salutes the memory of one of the brave and distinguished daughters of India by issuing this Commemorative Postage Stamp. |

Biography:
The fifth president of India, Fakhruddin Ali Ahmed was born on May 13, 1905 at Delhi to Col. Z. A. Ahmed and Rukaiyya Sultana. Fakhruddin Ali had his early education at home. In 1921 he did his matriculation from Punjab University and later did his graduation from St. Stephen's college at Delhi. He later went to London and became a barrister in 1928.

Biography:
The fifth president of India, Fakhruddin Ali Ahmed was born on May 13, 1905 at Delhi to Col. Z. A. Ahmed and Rukaiyya Sultana. Fakhruddin Ali had his early education at home. In 1921 he did his matriculation from Punjab University and later did his graduation from St. Stephen's college at Delhi. He later went to London and became a barrister in 1928.
On his return from England Fakhruddin Ali Ahmed first practiced law at he Punjab High Court and ;later in Gauhati. He joined the congress party in 1931 at the age of 26. In 1935 he was elected to the Assam Legislative assembly and became the minister of finance. He took an active part in the 1942 'Quit India Movement' which led to his imprisonment. In 1957 he was elected to the Assam legislative assembly and became the minister for Law and social welfare. From 1966 to 1974 he was a cabinet minister abd held various portfolios as minister for electricity, education, agriculture etc. However even during this time he did not neglect his favourite sport - Tennis and played it regularly. In 1972 he was President of the Indian lawn tennis association. His wife, Abida Begum was also a good tennis player who took a keen interest in politics and social work.
Fakhruddin Ali Ahmed became the fifth president of India on 24th August 1974. During his tenure as president, he toured several countries like England, France, Germany and Italy. It was during his presidency that the then prime minister Indira Gandhi had declared a state of emergency. Dr. Ali Ahmed passed away on 11th February 1977 of a massive heart attack.

Stamp Information | : | Narottam Morarjee was born on April 2, 1877 at Porbandar. Narottam lost his father Morarjee Goculdas, a textile magnate, at the age of four. His two illustrious tutors Narayan Chandavarkar and Gopal Krishna Gokhale instilled in him a high sense of patriotism. Later he joined Elphinston College, Bombay but gave up studies to join his father's firm which managed two mills- Morarjee Goculdas Mill of Bombay and Sholapur Mill of Sholapur. Narottam Morarjee came into close contact ith such luminaries on the Indian political scene as Mahatma Gandhi, Dr, Annie Besant, Dadabhai Naoroji, Rabindranath Tagore, Sarojini Naidu and Motilal Nehru. Inspired by the wave of national resurgence generated by Mahatma Gandhi's gospel of Swaraj, Narottam Morarjee and his associates embarked upon a national shiping venture and the Scindia Steam Navigation Company Limited came into existence on March 27, 1919. Thus were laid the foundations of modern Indian shipping. On April 5, 1919, Scindia's first ship s.s. LOYALTY sailed from Bombay to the UNited Kingdom and unfurled the flag of Indian shipping in international waters. The epic voyage symbolised the generation of a vanquished national industry, development of neglected ports, growth of Indian trade, prevention of drain of ealth and opening of a career at sea to the Indian youth. It was with infinite patience and tenacity of purpose that Scindias conducted the long voyage towards their goal. For ten years Narotam Morarjee guided the destiny of the Scindia Company and promoted the interests of the Indian shipping industry. The progressive growth of Indian shipping beats testimony to his vision and foresight. Narottam Morarjee, the architect of the modern Indian shipping, passed away on November 5, 1929. In an arbituary tribute Mahatma Gandhi wrote in Young India: "The tragic death of Seth Marottam Morarjee removed from our midst a merchant prince who combined patriotism with commercial ambition.... His latest enterprise, the Scindia Steam Nvigtion Compny, was conceived as much through patriotism as through ambition. His charities were ide, discriminating and in keeping ith the modern requirements. The removal of such a son of India at this juncture is a great loss to the country".
