Stamp Information : The Indian standards Ind\stitution which is the national standards body of India, was established in 1947, the year of Indian Independence by a resolution of the Government of India, with the active support of Industrial, scientific and technical organistaions in the country. The aims and objects of the Institution include preparation of standard relating to products, commodities, materials and processes and the promotion of their general adoption on national and international level; promotion of standardization, quality control and simplification of the efforts of producers and users for the improvement of materials, products, appliances, processes and methods; provision of the registration of standardizasion marks applicable to products, commodities, etc.; and circulation od statistics and other information relative to standardization. The ISI is an autonomous body and its overal control rests with the General Council, with the Minister incharge in Government of India as its ex-officio President. The General Council includes representatives from industry. Central and State Governments and scientific and technical organisations. The income of the Institution is received from the grant-in-aid from the Government of India, subscriptions from members including State Governments, sale of Indian Standards and Certification Marking fees. Fr the formulation of India Standards, which are also the national standards, which are also the national standards of the country, the Institution functions through a large number of technical committees, where-in are taken experts representing different interests, such as manufacturers; purchasers; consumers; scientific; research and technical organisations, etc. With the object of providing practical utility of standards to the ordnary consumer, the institution is operating the ISI certification Marks Scheme under an Act of Parliament. Manufacturers who produce goods to conform to the relevent Indian Standards whereby they are permited to apply on their products ISI Certification Mark which provides a third-party guarantee to the consumer that the goods are of standard quality. The ISI has also its own laboratory with the primary object of testing certified products manufactured in accordance with the Indian Standard specifications, as well as those offered by applicants for the grant of licence under the ISI Certification Marks Scheme. The ISI is also maintaining a well-equiped library of standards and specifications issued by different authorities in various countries and also organises training programmes, survey programmes, conferences, etc. as part of their objectives of assisting Indian Industries in organising their inplant standards activity. At the international level the ISI collaborates closely with the International Organisation for Standardization (ISO) and the International Electrotechnical Commission (IES) - the two international organisations devoted to sytandardization work. The ISI is also an active member of the Commonwealth Standards Conference. The training facilities available in the ISI have also been extended to the developing countries of Asia and Africa who very often have to face problems of shortage of trained personel for standardization. The ISI has completed 25 years of its pioneering work in promoting, fostering and furthering the concept of standardisation in this country. The Indian Posts and telegraphs department feel privilaged in commemorating the Silver Jubilee of this national institution by bringin out a special postage stamp to mark this event.
Philatelic Stamp Description : DESCRIPTION OF DESIGN The design represents the traditional symbols of five elements (earth, water, fire, air and the earth) and plummet showing precision. The 25th anniversary emblem of ISI is also incorporated in the design. The design of the stamp is adapted from the original prepared by Shri Ramachandran, Artist, New Delhi.

Stamp Information : The growth of rocketery and space technology during the course of the past decade has given mankind a new and powerful medium for global communication in the form of satellites. which can relay messages to and from the earth, with the help of the built-in receivers and transmitters. These satellites keep revolving round the earth once in 24 hours at a height of about 36000 kms over the equator, in step with the earth's rate of rotation on its axis. They thus appear, relatively, to be stationary from any point on the earth. One such satellite can cover nearly a third of the globe, while three of them suitably distributed can cover the entiree globe. Unlike conventional hig frequency radio communication which works point to point, satelite link all stations in their area of coverage. This is possible on account of the wide-band capability od satellite radio relay systems. Satellite permit voice, telegraphs radio-photo and data to be relayed with ease between stations in their area of coverage. They are also the only existing means of live transoceanic television. Already many historic events have been viewed live on television via satellite by millions of viewers in several continents. Satellite communication is not subject to fading or atmospheric disturbances which are limitations of H.F. radio communications. It can provide the requisite high quality circuits to meet the challenging demands of ever-expanding international communications. Satellite communications has verily opened up a new era of international cooperation which commenced with the setting up of Intelsat, the International Satellite Consortium, in 1964. This Consortium today has 77 member nations. India's participation in this international venture dates back to February, 1965 when its represantative signed at Washington the agreements of the International Consortium. While the launching of the satellite and associated tracking and telemetering will be the responsibility of the Intelsat, each member country will be required to establish its earth station to work to the satellite. Accordingly a plan for the establishment of an Indian earth station and associated switching complex was drawn up as a part of the IVth Five Year Plan of Govt. of India for Oversease Communications Service, to provide the public with up-to-date facilities for international telecommunications, including international TV relay. The earth station is located at Arvi about 80 kms north of Poona on the route to Nasik. This station works to the Indian Ocean Satellite, which is located over the equator at a nominal longitude of 61.4'E. The earth station has been inter-connected with Bombay by a broad-band microwave link across the Western Ghatts. Bombay serves as the gateway centre of the country for international telecommunications via satellite. The main feature of the earth station is its large 29.6 meter diameter antenna, loking at the satellite is as low as a few wats and a large distance seperates the satellite from the earth station, very large size antennas are required to be used on ground. The same antenna is also used for transmitting to the satellite. The antenna dish at Arvi was manufactured in India. Communication circuits have been established through Arvi earth station with Australia, Japan, East Africa, malaysia, and United Kingdom via satellite. Satellite circuits are extended to U.S.A. and Europe via U.K. Further extension to cover more earth stations via satellite is expected in due course. The Indian Posts and Telegraphs department feel privilaged in bringing out a postage stamp to commemorate the first anniversary of the earth station Arvi, which is being dedicated to the nation by the President of India who is also releasing the commemorative stamp. The stamp depicts the "Globe Satellite" and the location of the earth station. This station is being named the Vikram Earth Station in memory of the late Dr. Vikram Sarabhai who was primarily responsible for the execution of this sophisticated project by Indian Engineers. The First Day Cover being issued on this occasion bears a picture of the antenna at the earth station at Arvi.

Stamp Information : A poet of the people, a philosopher of equality and a fighting sait, Vemana was unique in many ways. His teachings havee much contemporary relevance for he was a dreamer of one world and of the universal brotherhood of man. There is no agreement among the scholars regarding the year of the birth of the great poet. No definite dates are, therefore, available regarding his birth or death. However, Vemana is believed to have lived in the alter half of the seventeenth century and the first decades of thee eightenth century. He had spent the best part of his life in the Cuddapah and Kurnool Districts of Andhra Pradesh. A farmer by profession, Vemana was not destined to lead an easy life. He had more than an ordinary man's share of trials and tribulations, and they at once toughened and refind him into a remarkable man. His original insight and varied experiences enabled him to propound three trends in philosophy, a social philosophy, an ethical philosophy and a religious philosophy. Vemana was an advocate of human equality. He believed that there can be no equality as long as caste and class barrirs are not done away with and so he attacked these evils tooth and nail. Vemana's language is chaste and crisp; his diction is limped and smooth, his analogies fresh and bold. His poetry is a spring, pure and spontaneous and original in thought and style. The metre chosen by Vemana for his poetry is ataveladi. Its literal meaning is " A dancing damsel", and Vemana made it dance exquisitely. In his thought, Vemana is akin t Tiruvalluvar, Kabir and Sarvajna. He is bard of universal man. His conception of oneness of man is indeed so grand, so all inclusive that he urges- Servee food to all all the people of the world in one plate; make them dine togather forgetting all their difference; and with uplifted hand bless them live like one.

The transformation of this multi-national Socialist State into a modern, prosperious nation, full of vitality; its heroism in the face of foreign invasion; its contributions to Science and Technology; and its support for peace, national freedom and social progress are a source of pride for every Soviet citizen. The friendship between India and the Soviet Union is based on mutuality of interests and the desire for peace and friendship among nations. International Railways Union - 50th Anniversary

Stamp Information : The International Union of Railways, otherwise known as UIC was founded in 1922. Its objective is to standardize and improve on the railways with special regard to International traffic. The UIC is also responsible for ensuring co-ordination and unity of action amongst the International Railway Organisation. 2. The principal European Railway Administrations, as also a certain number of administartions outside Europe are members of the UIC. 3. Since 1950, the UIC has set-up 4 new ofices, namely, (a) The office for Research and Experiments (ORE) for the pooling of means on technical research; (b) Information and Publicity Centre of the European Railways (CIPCE) for pubicity and public relations regarding the railway activities; (c) International Railway Documentation Bureau (B.D.C.) which facilitates exchange between the railways, and which publishes jointly with the :International Railways Documentation" in four languages. (d) The Railway Films Bureau (B.F.C) which enables information to be exchanged in that field. 4. The UIC brings out certain publications on matters of railway interest. The publications comprises: (i) A monthly magazine entitled "Railway International" brought out by the 'Joint Executive Commitee for Information' of the International Railway Congress Association (IRCA) and the UIC. (ii) A document entitled "Quarterly Railway Statistics," showing comparative results of the principal data in relation to the preceding year; (iii) "International Railway Statistics" showing yearly statistics of route and track miles, rolling stock, traffic, receipts, expenditure, finance, staff and accodents. 5. The Indian Railways are associated with the International Union of Railways since 1957. The Union recently celebrated its golden jubilee. These celebrations have a special significance for India because on this ocasion te UIC held a Colloqulum on 'sharing of Railway Knowledge' which was presided over by the Chairman of the Indian Railway Board, and was attended by a number of representatives from railways of both developed and developing countries all over the world. 6.The Indian Railways constitute Asia's ;argest and the World's fourth largest railway system. They are also the world's second biggest state-owned railway system with route length over 60,000 km. Of all the members of the UIC, the Indian railways have the biggest route kilometrage. The Indian Posts and Telegraohs department fell privilaged in bringing out a commemorative tsamp to mark the Golden Jubilee of the International Union of Railways. 7. The stamp design is based on art work by the well known French artist George mathieu. Famous as the promoter of Lyrical Abstraction of art free from all classical restrictions and customs, Mathieu has held exibitions of his work in many countries. he is also the inovator of tachism and has specialised in tapestry and porceline designs.
